UK: Police Pagan Association Launches National Safeguarding Partnership with Pagan and Heathen Organisations
LONDON — The Police Pagan Association (PPA) is a Home Office–approved national staff support network representing Pagan police officers, police staff, and allied professionals across the United Kingdom. In addition to supporting its members, the Association works externally to improve understanding of Pagan and Heathen communities, promote effective safeguarding, and serve as a point of contact between policing and Pagan and Heathen organisations.
The Police Pagan Association has recently launched a new national safeguarding partnership with Pagan and Heathen organisations throughout the UK. This initiative supports proactive community protection and contributes to national efforts to reduce violence against women and girls (VAWG).
The partnership brings together Pagan and Heathen organisations to strengthen safeguarding practices, share emerging community concerns, and build confidence in responding to harm within religious and community spaces. It also supports wider policing priorities by deepening understanding of Pagan and Heathen communities and encouraging early, appropriate intervention where concerns arise.
Organisations currently participating include:
- The Druid Network
- Confederation of Heathen Kindreds
- Asatru UK
- Children of Artemis
- The Pagan Federation
As the partnership develops, more organisations will be added. In a statement, the PPA writes:
The partnership reflects a deliberate shift from reactive safeguarding responses toward a preventative, community-led model. A central aim is to help Pagan and Heathen organisations feel more confident using their safeguarding policies within a changing safeguarding landscape.
By increasing clarity, shared understanding, and practical confidence, the partnership supports communities to play a more effective role in preventing and addressing violence against women and girls, alongside other safeguarding concerns.
The work focuses on recognising and responding to risks including:
- Sexual abuse
- Organisational and religious abuse
- Coercion and control
- Harassment and hate incidents
- Risks linked to power, leadership, and vulnerability
Participating organisations are invited to sign the PPA’s Safer Pagan Spaces Pledge, confirming their commitment to safeguarding, accountability, and the protection of women and girls.
The PPA is also working with an experienced safeguarding trainer to deliver free additional, tailored safeguarding training focused specifically on Pagan and Heathen religious and community spaces. This training complements existing statutory safeguarding training already in place within organisations, helping leaders and safeguarding leads apply those frameworks confidently within their own cultural and religious contexts.
Supporting National Policing Priorities
Reducing violence against women and girls remains a core national policing priority. This initiative supports that aim by strengthening safeguarding awareness within faith and belief communities, improving reporting confidence, and encouraging early intervention.
By working collaboratively with community organisations, the PPA helps ensure safeguarding concerns can be raised safely, barriers to reporting are reduced, and culturally informed responses are available. The work also supports police officers and staff by improving understanding of Pagan and Heathen beliefs, practices, and community dynamics.

In a message to the community shared by her daughter, Tamara Ashcroft-Nowicki, Dolores Ashcroft-Nowicki died peacefully in the early hours of Thursday, 8 January, on the 80th anniversary of Dion Fortune’s death. In keeping with her wishes, the announcement was made several days later to allow her family time to grieve privately and attend to practical matters.
Tamara Ashcroft-Nowicki said her mother was taken to hospital late Wednesday night and later transferred to Jersey Hospice, where doctors felt this was the kindest course. She was not alone in her final hours and was surrounded by familiar voices before slipping into a coma and passing peacefully. Her family noted that a powerful storm struck Jersey shortly after her death, a moment they felt symbolically reflected her spirit.
Funeral arrangements will be shared in due course, and the family has asked for privacy during this period. To the wider community, she was a teacher, writer, storyteller, and esotericist; to her daughter, she was simply a deeply loved mother, now mourned by family, students, and readers around the world.
Servants of the Light posted a tribute:
[Dolores Ashcroft-Nowicki’s] formal involvement in the Western Mystery Tradition began in the 1960s through her work with the Society of the Inner Light, founded by Dion Fortune. There she met W. E. Butler and Gareth Knight, and later contributed to the development of the Helios Practical Course on the Mystical Qabalah, which evolved into the Servants of the Light School.
On October 31st 1976, following W. E. Butler’s retirement, Dolores was appointed Director of Studies of the Servants of the Light. For more than four decades, she acted as guardian, teacher, and interpreter of the School’s work, overseeing its teachings in Hermetic Qabalah, ritual practice, inner plane contact, and spiritual development.
Under her guidance, the School grew into an internationally respected centre for disciplined esoteric training, grounded in ethical responsibility and experiential depth. She retired as Director of Studies in 2018 but continued to teach and to write.
A prolific author, lecturer, and mentor, Dolores combined intellectual clarity, imagination, warmth, and humour, consistently encouraging students to cultivate discernment, integrity, and inner authority. She held the inner thread of the tradition with steadiness and care, insisting that magical work must serve consciousness and balance rather than personal ambition.
Dolores touched the lives of thousands of students with her unique magic and teaching, and we celebrate her life at this sad time.
The Servants of the Light school honours Dolores Ashcroft-Nowicki for her lifelong dedication to the Work and gives thanks for the enduring legacy she leaves within the school and beyond.
Dolores is loved and remembered by many.
We extend our deepest condolences to Dolores’ family at this time of grief. Her family have requested privacy and quiet at this time, so they will not be responding to messages.
May Dolores journey onward in Light and go forth shining!

The hospice staff placed a blue heart with a white feather on Dolores’s door. In the words of hr daughter, “may her heart weigh lightly against the feather of Ma’at.”

Sadly, on January 13, 2025 Tamara Ashcroft-Nowicki posted a subsequent message.
Dear friends.
I’m sad to have to post this during a time when my family are grieving and attempting to find our way through funeral arrangements and Probate, but appallingly there are already people who wish to profit from her death.
To be clear. Both Carl and I now own all the intellectual properties and all her copyrights to all her work, both writings, publications, lectures and articles. There are some who wish to publish her stuff without permission from us. This is not acceptable.
I am in consultation with her solicitors and anyone who publishes anything of hers without express permission will be contacted and subject to Jersey and UK Law.
At this time…apart from that which is already in publication via Lewellyns (Johnny Nova which is my Mothers final work )we give no permission for publications of any sort at this time. This may change after Probate has been granted. In Jersey, we are under Napoleonic Law…so no permission may be granted for one year and one day and that only in consultation with us.
We do hope we have made ourselves clear on this matter.
